On November 15, 2023, the US Department of Energy (DOE) announced the groundbreaking Funding Opportunity Announcement (FOA) under the Bipartisan Infrastructure Law (BIL). This visionary initiative, aptly titled Battery Materials Processing and Battery Manufacturing, is set to channel an extraordinary investment exceeding US$ 7 billion into the battery supply chain over the span of five years, encompassing US Government fiscal years 2022 through 2026.

The Crucial Initiative: Driving Innovation and Investment

Under the aegis of the FOA Number: DE-FOA-0003099, the DOE is poised to allocate a staggering sum of approximately US$ 3. 5 billion for new awards, contingent upon the availability of appropriated funds. Specifically, within Area of Interest AOI 4—focused on Commercial-scale Domestic Production of Battery Cathodes and Battery Anodes—the DOE intends to present 4-8 grant awards ranging between US$ 50-300 million each, funneling about US$ 0. 8 billion into this initiative.

Strategic Imperatives: Navigating the Graphite Frontier

The announcement assumes critical significance in the backdrop of China's strategic move in October 2023 to impose export controls on graphite products. This, coupled with the delayed award negotiations of previous graphite-focused initiatives, positions graphite projects as prime candidates for DOE’s prioritization.

Volt’s Strategic Move: A Quest for Innovation and Expansion

Volt Resources, eyeing this groundbreaking opportunity, is actively formulating a consortium, partnering exclusively with American Energy Technologies Company (AETC) as the Manufacturing Technology Provider. This partnership aims to submit a formal application in early 2024, vying for a substantial US$ 50 million grant from the DOE. This financial injection is anticipated to accelerate the establishment of a 7,500 tpa natural graphite anode plant, aligned with the DOE's objective to foster the creation of commercial-scale facilities for battery-grade anode materials production.

Navigating the Application Timeline

In adherence to the FOA’s guidelines, Volt plans to present a Concept Paper by January 9, 2024, followed by a comprehensive Full Application by March 19, 2024. The DOE anticipates announcing winners by August 2024, symbolizing a potential inflection point in Volt Resources’ trajectory and a pivotal moment in the global battery materials landscape.
